If it's hard to start, it sounds like thick oil is the problem, which makes sense since air compressors can't use multiweight oil, unless ice can jam the valves. Don't know how much of a problem that would be for me or not. I'm in N Idaho. It usually gets down to zero at night for a week or so each winter, but that's about it for cold. Good point about drawing the coldest air available at the intake for the sake of efficiency. The basement location wouldn't be as cold in the winter, but it would be colder in the summer, so maybe that would cancel out over the course of the year.
