PW Loadflite (A727) tranny shifting issue!

My '78 military spec PW shifter only shifts to Park, Reverse, Neutral, and Drive. There is no "1" or "2", even though they're indicated on the column. Was this standard "issue" for this military vehicle or is this a call for maintenance and adjustment?
