"Best", is subjective. Are you asking about performance, price, quality or mileage?
Most fuels in CA are quality controlled by the state, I would assume that most states have the same standards. However if you are worried about fuel quality, I'd stay away from off-brand independents who have shabby looking facilities, the last thing you need, or want to deal with in a diesel, is water in your fuel. Most cross-country fuel stops such as Loves, 76 or Petro are pretty safe bets, I believe that Petro is actually Mobile, 76, a SoCal company with a century of quality behind it, is now Conoco/Phillips, still a safe place to get fuel. I wouldn't worry about the brand as much as the condition of the station. A poorly kept facility is not worth the 5 cents a gallon savings if you end up with contaminated fuel. A modern facility with up to date tanks will be a safe place to get your fuel. Look closely at the pump, many places in CA have Bio-diesel, noted by a B-5 (5%) ethanol fuel additive, it is also common in the midwest. The number after the B indicates how much percent of ethanol is added to the fuel. Dodge recommends no more than 5%, although some diesel fuels have as much as 15% added.
