If I'm understanding correctly, you have wet plugs on those two cylinders that show fuel is getting to these cylinders and you are also getting spark from the plugs on these cylinders when out and grounded.
If this is correct then, all that is left is a lack of compression meaning either the exhaust or intake valve(s) are stuck open or, you have your timing chain incorrectly installed for correct timing of valve opening and closing of these two cylinders.
First check the compression on these two cylinders,if it is low then check your timing chain and if that doesn't fix it then remove the head to check for a stuck valve.
