Clint my Dad used to sharpen saws as a sideline business and we have a buzzsaw on a John Deere "A". I remember he had a set up for setting the teeth, it was a channel for adjusting to various diameter blades and had an anvil which was radiused as you describe. The blade was rotated to the anvil with a small piece of hinged metal which was struck with a hammer producing the "set". You simply flip the blade and repeat. Now the bad news, my father passed away in 1988 and all that equipment was sold years ago, but this is what I remember I hope it was some help. Of course with your skills it wouldn't be hard for you to fabricate the tool I described if I could make a rude drawing of the concept perhaps.
