I'm not sure what kind of truck that you have, but on the '61 - '71 W series trucks there is a lubricating wick that is often forgotten on the back of the speedometer.

Pull the speedometer out and look where the cable attaches to the back of it. If there is a little indentation on top with a brass cup in it (the cup has a pinhole in the bottom) - keep putting WD40 in it until it will not take it any more and then try running the truck, should see a great improvement.

The WD40 won't last too long, so go back after testing it out and saturate the wick using the same process with general purpose oil (or motor oil). If it won't take any oil or WD40, the hole could be blocked - try putting a pin through it, or if all else fails, take the cup out and apply the oil directly to the wick.
