You can get a kit and rebuild it yourself. It sounds like your accelerator pump is leaking. This is a fairly easy carb. to rebuild and the kits are available. Just get the numbers off the carb. and a good auto parts store should be able to fix you up.
By the way, turn the Caps Lock function off. It makes it hard to read and is considered rude. It's called flaming and is the same as shouting.
