This is the process I have gone through before.
I got a couple feet of good rubber gas line and made a small tank out of an old Tide jug and a threaded tube, two nuts and lots of epoxy.
hook the rubber gas line to the jug and the other end to the carburetor intake. Put some gas into the jug and hung it above the
carburetor(gravity feed). If you still have the problem then it is in the carb, if not, you can hook the hose to the fuel pump
input and run it into a fuel can below the fuel pump to check the pump and downstream plumbing. Keep working your way towards the
fuel tank in this way until you find the problem.
