I bought and restored a PW with no title. Truck had been in a field 10 years. What our Tax Commission (Oklahoma) reguired was a bill of sale, and a letter from me stating the truck had not been used for ten years and that I certified there was no title available. Title was issued to me. They said their primary concern was that the truck was not hot and that is what they check for.
States differ. Have you thought of having it titled in another state through a friend or relative? Then transfer it to you in your state.
