When I went to title my last M37, I found calling the head of the DMV's tag and title department
before I went to the liscense plate agency (tag and title places have been farmed out to private industry
in North Carolina-- bad move, service is worse then when state ran them...) to be a really big help.
She explained to me exactly what paperwork I could use (several options) to prove that the person I purchased the
truck from legally owned it.
A bill of sale from the person they purchased from, a tag registration in their name, farm property equipment tax records.
Try calling the highest person in the Mass. Department that runs the registry of motor vehicles (their name will be
listed with the state government departmental listings on the internet, or call the info line at the department headquarters
in the capital) and explaining your situation. There usually is a way around these problems if you talked to someone in
authority and are polite.
It is also helpfull to know the rules for odd stuff before you face the peon at the counter of the tag/title agency. Remember, they
don't deal with this problem as often as we do...
Also, try looking at Chuck Chriss' olive drab website. He has a section on getting titles for older MV's that may be of help.
