The theory rust nevers sleeps is wrong, rust quits occurring under freezing temperatures, but every degree above freezing it multiplies and astronomical rates per degree, also rust requires oxygen to occur, thats the reason coating and creating a barrier over it stops it, this applies to natural corrosion, not chemical corrosion
