Truck tags-fees -registration ?

While reading our rural county's free newspaper, I ran across an article of one area and small town that plans to "crackdown"
on local people who are buying and using pickup truck tags on "heavy" trucks.
I suspect this is just an excuse that police capt. is using to drum up revenue as his claim that the state is losing tax money
has no bearing on his claim of infractions of
the tag law. I have found out that our state has passed and or changed the law on truck clasifications,weights,and tag fees to these
current poorly written and defined laws.
In years past, we had people in charge that knew the difference between a "heavy" truck and a "pickup" truck. Our state has always had low tag fees for old cars and PU trucks,approx.$30 for a 60's vintage PU such as my 64 WM300 PW but,now any truck with a GVW over 8000lbs. must buy a tag with the X
designation even for non-commercial private vehicles with a single wheel rear axle and PU bed. According to this new law, I must now pay an excess of $100 because the GVW of a WM300 is 9500lbs. I don't feel a 1-ton truck with a PU bed should be classed with a dumptruck or large commercial vehicle.
How do other states look at trucks up to 1-ton w/pu beds and single wheel axle? Are they considered "heavy" trucks in your state?
While I'm complaining, This Ad veloram tax,
how can a state feel justified in taxing a vehicle as long as it exist even if it is not operated on the road?
