I'll say nothing about whether the ozone layer is depleting or not and any such consequences of either scenario, but ozone created at ground level does not migrate to the upper atmosphere where the ozone layer you are referring to exists. Ozone gets created naturally too, of course, but I want most of it up there where it seems to do good vs down here where it can be bad(for our health).
A simile would be a lead shield protecting one from harmful radiation. One wants it between oneself and the source of the bad stuff, to keep the bad stuff at bay. However, one does not want the lead inside oneself.
