Where I live it is very flat and we normally will pull whatever the manufacturer says we can pull and sometimes cheat on that. My limited experience with hills is that you need to cut back your load quite a bit to go up a hill with any speed or even at all. I think the amount you can tow depends on how steep of hill you need to tow up.

Advice:

1. Get a trailer that doesn't weigh too much and put all your stuff in a different vehicle if your load is heavy.

2. Make sure your trailer has good brakes.

3. Leave a huge space between you and the next vehicle ahead (try locking the trailer brakes out and stopping and you will understand why)

4. Go slower than the traffic so the cars pulling in front of you are pulling away.

5. Pull over and let others by when practical.
