the silver tube is an exhaust chamber for an original vacuum primer system on the pump and the filler is for adding oil to a newer mechanical priming system... Just a guess.
Either way, its a great looking old truck. Ugly as sin for a fire truck, but still a great looking Dodge. I'd keep it just the way it is... What a conversation piece at a great price!!!! Congrats!!!
