If they do not break loose. If they are studs, hit the nut with a torch then try again. Use lots of penetrating oil. When you get them started work them back and forth at lot as you are backing them out. If they start to get tight again when part way out add lube and work them back and forth and add more lube and work them back and forth to get the lube back into the threads. Lots of penetraing oil. I also have had better luck with a air impact wrench set on low torqueto break things loose. It seems that I break a lot more bolts when using a wrench. The vibration helps a lot. Still remember to work the bolts in and out with penetrating oil.
