I don't think it is fair to assume that the people running these scams are of a particular ethnic group based on only one piece of information: as their 'possible' return address. It's no problem to bump-skip mail and e-mails to make them appear to come from anywhere on the globe. With a phony name and phony address and phony scam I would not be convinced of ethnicity until I met them face to face, and even then, who knows but their ancestors?!?
