Brake Pressure Question!! '50 FF PW

Rebuilt master cylinder, installed all new lines, new wheel cylinders, crush washers, etc. Filled with new DOT 5 fluid. I have bled the system with a hand vacuum pump, and gone around the truck 5-6 six times bleeding the system. No leaks, but the pedal does not give a lot of resistance. I have never driven the truck, so I do not know what to expect. Spinning the drums by hand, the pedal only stops me spinning the drums when the pedal is all the way down. "Pumping up" the pressure provides more resistance in the pedal. Should I continue bleeding, or is there another problem? Thanks for any help.
