Yes well that is true...often the only thing keeping the water in is the plugged tubes!
PW rads are extra heavy built. Rarely are they completely buggered. They can crimp & solder a few leaking tubes if they have holes but usually if a few have holes...a few more almost have holes.
Advice...find an honest rad guy. I guess that's tough in a small town but I try hard to never deal with anyone I don't fully trust. If my rad guy says it needs a new core...I trust his advice fully or else find a new rad guy.
