Of course we all know the insurance problems in California. For an insurance company to offer insurance in California as an "admitted carrier" they must offer Earthquake insurance. Therefore many insurance companies do not offer insurance in California because they end up with too high a concentrated risk.

That being said, there are many outfits that are Non-admitted. You may contact Lloyds of London. They have insured two of my houses in the past, and although somewhat expensive, they are not out of the ballpark. Secondly, you can purchase earthquake insurance directly from the state, although I think its a joke. I haven't looked into it recently, but as I recall its a $50,000 earthquake policy, with a $25,000 deductible. My personal opinion is that for the multiyear cost of insurance premiums and the deductible, you can seismically strengthen your home and in most earthquakes you would withstand it. Of course a 10 point earthquake, it might not stand, but the federal government would have to come in at that point anyway because the entire state would be flattened out.

Lastly, construction. Homes all through California are slab on grade, particularly all through the valley. If you have a problem stabilizing the slab, you may consider helical piers. The process of drilling Piers around the house on an angle from the exterior of the house, down to rock or more stable subsoil, and using a haunch brace back to your slab. Any engineer can advise you on this.
