Based on what he listed as a chassis number, 8288201, think he is reading the info off the door tags.
The VIN number he shared is correct for a TE-20, and the frame looks like a WC-?? WWII truck, up to and including the gas tank.
To my knowledge none of the WWII WC-?? trucks had a VIN that started with 828.
