On new shoes, the rivets show and take up about half the thickness (always seemed like a waste to me, but I think rivets have a better heat dissipation factor than glue). My 'rule of thumb' is if there is material above rivet, still use it and keep your ears open for change of scraping sound in several months/years. Catch it as soon as hear, or inspect some time.
