It more or less agrees with the VD21 designation, 1940, one ton, 4 x 2, 133" wheelbase. Did you happen to notice the wheels and what sort of front axle it had? A VD 21 could easily have two skinny duals on it, but there wasn't a drving front axle with the same wheel options (VD 21 would be six bolt) so the driving front axle is most likely military VC if it is a small bolt circle and military half ton if it's large. Either way it's pretty much just a parts truck I think.
