Does anyone have a 1969 Canadian truck parts book?

I am wondering what the plant codes in the serial number are in a Canadian parts book for 1969.

The US book only lists:
1 Warren Truck
2 Warren Truck (Heavy Duty)
6 Windsor Truck
7 Missouri Truck

I am looking for plant 9.

This is for Export model WM300s, so maybe they were built somewhere else?

Anyone know if Dodge ever let someone else build WM300s under license?
