Binding them down for the ride

It's been discussed before...but I forget. One of you veteran haulers--which is best--or at least what are the pros and cons of each way:

Is it best to put your binder chains around the axles and let the sprung body sway a little...or do you pull down on something attached to the frame?? ...new light on this will probably help more than just me.
