Dana, No...POR15 is greasy kids stuff. Ha Ha!
It's just semi gloss black epoxy.
I think powder coat is likely better than even epoxy for something like a frame but I can do the sandblasting & painting myself so for me it's much cheaper & either one is infinitly better than original or POR15.
POR15 is good for when blasting isn't really an option & you want to stop the rust up & make your frame a little more presentable.
It's not generally used by restoration shops.
