Just transfer the tag to that VF - it won't let you down.

Welding to the remaining stubs and torquing them out seems like the way to go, driling as a last resort.

Two things about putting them back though. With modern stuff it's unlikely you have enough metal round the holes to take them over-diameter or over-depth, so just clean out the existing holes with a tap.

Wehn you've done that, get some high-grade studs which asre course thread at one end and fine thread at the other, and just torque them into the head with Loctite or similar. then when you put the manifold on you can secure it with brass nuts on the fine thread and know you'll never have that problem again.
