Where are you located? It could just be that the CA formulas made it to you area after '93. They shipped the first VOC compliant paints to CA in '86, other states adopted the regulations later. The loophole here for custom cars is that you can use oil based paints in quanities of one quart or less, but that loophole is closing this year. That is why you see the "super" paints like Paul in NY used on his trucks. The paint companies are working overtime to find something that works as good as oil, and doesn't release into the atmosphere. Ironic that the stuff won't last but is strong enough to kill painters....
