Have a good Tire person take a look at the rims to inspect them. I have found that most of the rims I have delt with were not deeply pitted or missing metal in these areas. I did clean mine to bare befor priming and painting them. I wanted a good seal on the lip. I just sand blasted mine primed & painted them and a good coating of Stone Guard on the outside surface for a different look. Mark H.
