I think I would follow the instructions, using the shims to establish the preload specified and measured with a torque wrench. Then I think I would take it apart, and then shim it again, experimenting, to try to just eliminate the end play in the assembly. Then consider the difference in the two shim packs, and choose someplace in between. This is going to be a seat of the pants deal.

I agree with you, to have as much resistance to motion as is specified, using two tapered roller bearings, would be setting it too tight. I think that just taking the end play out of it, however, would probably not be enough, given the effects of load and wear. You don’t want any looseness in the completed assembly after it has been “run in.” If you do have looseness, it will begin a death spiral and fail prematurely.
