OT Boat question

Well I've been working on the boss's parent's boat for about three days now. It has twin 454s(I know thats the problem right there) in it. Anyways the exhaust manifold on one had a hole rusted through it bigger than my thumb. So I was replacing both manifolds. So the first one comes off and get it back on without any problem. An hour or hour and a half tops. Well I start on other side get all of the bolts broken loose and get to the last one and the head is rusted bad. It started out as a 9/16s and now a 1/2 is too big. We've tried the fancy Craftsman extractor thing that bites into the bolt but the head was just right in between two sizes so it wouldn't work. Tried wrenchs, sockets, vice-grips, hammer, and anything else we could think of. Can't get a drill to it and cant torch it because of being down in the hold. So basicly I'm out of ideas...thought of airchiseling the head off but we probably don't have enough hose to run from the truck across the street and down the pier. So just wanted to see if there were any other suggestions....
