Here is a simple and cheap steering wheel removing method. Remove all horn related hardware, thread nut on the shaft midway between the steering wheel and the top of the shaft. Push horn wire 2" into shaft towards steering gear box. I use a stepped seal/bearing installing tool that fits inside the shaft with the collar covering the threads. Insert the pointed end of a straight air chisel bit in the hole of the seal/bearing installer. A short burst of the air chisel is all that is needed, approximately 3 seconds. The steering wheel will pop right up from the taper. Remove the nut slowly ensuring the keyway will not be lost. That should do the job with no damage to steering wheel or related parts. You may want to first practice on your mom's Buick. Good luck.
