On the passenger side two of those bolts also mount the muffler brackets. Without looking, I can't remember what the other bolt is for on that side nor the one on the driver's side. It is correct however. I would not see any problem in removing the rivets and replacing with bolts if you feel that you need to remove the brackets to clean the mounting surfaces.
