It should lock in one direction and ratchet in the other. Mine is not ratcheting
I determined that they sent me the wrong installation manual. I still think I got it put together correctly, but I was unable to check the clearances as described in the instructions they sent me. I'm also wondering if they could have put some incorrect parts in my kit.
I called their tech line. It was disheartening that the guy there did not know that Dodge ever built an axle with a removeable third member. I'm waiting to hear back from him about getting the correct installation instructions.
