The weld penetrates into the housing and plug. Usually you have to grind deeper into plug and housing. This is the plug with a square head that is high on the housing and not the thrust screw that is normally welded that your removing the weld from?
I would grind the plug flush with the housing, drill out the plug and use a pipe tape to remove weld and remaining threads.
