The rotor rests on the back of the hub. You install the studs and they go thru the rotor and then into the hub. Well, the rotor is supposed to be tight up against the hub. There is a small 'shoulder' on the stud that bottoms out on the hub and wont allow the stud to go in farther. So,that means that if the countersunk holes in the back of the rotor are bored to deep, the rotor will still not allow the head of the studs 'seat' properly thus leaving the rotor loose on the back of the hub.

I tried doing like you suggested with the washers and nuts, still didnt work. What I need is a good quality rotor. As I said in my post above, the other side went together without a hitch per-se, and everything fit perfect like it should.
