All the trailer people will tell you that the tongue weight can be subtracted from the GVW of the trailer as it is not carrying that load. I feel it is in that the frame is tranferring that weight forward to the tow vehicle. The axles of the trailer will not see the tongue weight and you often see tires that have a capacity slightly less than the GVW of the trailer since the axles do not carry that weight.
