I have the CD for the M35 and yes it's just copies of the TMs. You're right about military test procedures for electrical stuff. The expect you to have a "low voltage test set" and all the proper adapters. That's why they don't tell you want pins A, B, and C do. They just tell you to plug in adapter such and such, set the dials to such and such, and see that the meter reads whatever.
