Taking your comments at face value, you don't have that shoe adjusted right. No, you can't move the wheel cylinder.
There are two adjusters for each shoe, it is not clear if you are aware of that. There is a cam for the upper end and an anchor at the bottom that can be rotated, and it, too, effectively is a cam.
Do you have both of these adjusters working?
