Starting to understand fuel problem

I am still working on my fuel problem. I beginning to suspect the fuel supply. I am suspecting the fuel tank. Here is what I found out since my last post.

I took off the fuel sender and looked into the tank. What I could see was shinny and bright with no debris or rust on the bottom. I used a stick to measure the fuel level and I had about 1+ inches of gas. I put 2 gallons in an then tried to put in 2 more gallons. I got about a gallon in from a small gas can. Spout on the gas can is about 3/16th of an inch. I noticed after a gallon that the filler spout of the tank was full to within an inch of the top. Wierd. I checked the gas level in the tank and it had 2" of gas in it. The filler spout remained full even after I rocked the truck. I know that you can not fill the tank fast due to venting issues but from a small gas can it should have vented just fine. It took 15 min for the filler neck to empty. This is interesting as last week I tightened one of the clamps on the filler neck as the neck was loose and leaking. I also found some black substance (Rubber???) in the fuel filter. I suspect that the filler neck is basically plugged. By what I do not know but I need to take it apart. I suspect that the truck is starving out as the gas tank is not venting and after a short distance the fuel pump can not pull against the vacuum that it creates in the tank so the float bowl in the carb goes dry. Sound wierd but possible.

I also used compressed air to clear the fuel line. I blew from the carb end towards the tank. I just wanted to make sure that there was not anymore back debris in the fuel line. The line appears to be clear. I really suspect that the rubber hose in the tank's filler spout is disingrating and is blocking the filler unless someone dropped an object into the filler neck and blocked it.

The engine runs great when there is gas in the carb. It just does not like to run after I have run it at 3/4 throttle for 1/2 mile. It starves out.
