On disc brakes with dual masters, the front of the master goes to the rear drum brakes, this way the residual check valve maintains slight pressure in the wheel cyls to keep air from being sucked in past the cups. I don't know why it wasn't considered a neccessity on the front in drum/drum systems, maybe not a neccessity after all?? But thats not Jimbo's problem. Jimbo, try 'gravity' bleeding- just leave the bleeders open over several hours, see if that works like a 'pressure' bleeder.
