Drilling out Hardned Set Screw

The set screw that holds the door lock cylinder on my rear panel door, had the head stripped out when I get them. Its rusted in place and I forgot to work on it before painting the doors. It needs to come out and be replaced. As you know, your working inside the door edge hole. Heat is not an option as the new paint will be destroyed.

I have tried drilling it out with Cobalt, titainium bits, but they wont touch it. Must be hardned. I even tried a Masonary bit with a carbide head. What do I need to get to drill out the hardned set screw so I can retap the hole and replace.

I am paying the price for forgetting to do this before painting.
