All three.

Depots, or commercial contractors, would rebuild both sub-assemblies and entire vehicles depending upon what they were asked to do. There was a whole structure / pecking order of first, second, and third level stuff depending on the requirements.

When a vehicle had been in serive for some time they would assess what sort of rebuild capacity they needed for it, though they tended to concentrate on the specialist vehicles built for the army like tanks and whatever, plus high volume trucks.

My VC 3 has been through a depot level upgrade / rebuild as not only has the rear axle got the Mt Rainier tag on it, but two or three of the spring perches have been cut off and welded on again using the typical army 'bigger hammer' techniques, plus wleding up of some chassis cracking and the fitting of two 3/8" metal plates to the front chassis leg top surface to brace the brushguard holes. It's a solid job which cleaned up nicely. As a comparison I got a contemporary VC 1 Command Car chassis at the same time which had the same sort of use but no rework, and even the cracks have cracks in.
