Just call your local sandblast equipment dealer & I'm sure they can direct you.
In Vancouver it costs $10/50lb bag for walnut shell which is a mighty big bag considering walnut shell weighs almost nothing. I used one bag to do a door & hood inside & out but it does not remove rust. Neither does plastic. If you're having parts blasted for you & they are coming back with the surface rust removed, they're using a mixture of some sort...often they mix silica with the plastic to blast the rust areas or even glass beads.
Sand, Acid, glass beads...those are the only choices for removing rust that I know of.
