I have been dealing alot with trailer issues recently here in PA. They are getting tough on the guys with one tons pulling trailers. As far as the trailer rating is concerned, I think that if your trailer is registered over 10,000# then you need a CDL to pull it. Also check the new laws (Federal) pertaining to what is considered a Federal Motor Vehicle Carrier. I think if the combination of the vehicles is in excess of 17,000# then you are considered as such and require a health card and other things related to larger truckers. My trailer has 12k axles but I had the registration lowered to 9999# to bypass some of these things, and I rarely get close to the gross weight.
