I do this regularly in California. Once the permit is pulled, it does go onto the tax role, however the tax assessor only increases in percentage. In other words, if you are 30 percent done, they only increase your tax by 30% of the associated cost listed on your building permit. They have the right at any time to send the assessor to your property to investigate if the 30% is actually true. Therefore its important to value your building construction costs for permiting as low as reasonably possible, because it effects not only your permit costs, but also your property tax for the entire time you own the property.
