....so many people did just that, that in CA any improvement, now goes on the tax rolls as soon as a permit is pulled, NOT when the permit is finaled. I guess they figured out how much revenue they were losing.
If you want to re-finance or sell, with your value based upon square footage, you will have a tough time, no lender will loan on non-permited footage in CA.
