Don't know if it helps but I dodged a similar problem up here in Canada by applying for (and receiving) a building permit for a garage. Up here a building permit nulifies most municipal bylaws about "stuff around the property" since its now a construction site and construction sites are messy by nature. Of course, just because you have a permit doesn't mean that you actually HAVE to build a garage ....

Keep in mind that most places WILL cancel your permit if you haven't started construction within six months or so but I'm thinking that building one foundation post every five months shouldn't be too much of a strain and this will give you lots of time to save up for the next post. I calculate that I will finish my shelter around about 2008 and my neighbour will be busting a gut in frustration until then.

In general you can beat the twits at their own game BUT you have to take the time to learn the rules of the game BETTER than they have.

As for the EPA, can't help much. All you can do is insist that they sample the mud at the bottom of the catchbasin. If you have been pouring oil down there, they WILL detect it even months later. The problem is that you neighbour might have snuck out there the night before and poured a can of oil down there so that you get blamed. Of course they will have to prove, in court, that it was you who dumped the oil. Unless your neighbour has photos/witnesses its your word against theirs. Nerve wracking but not likely that you'll be found guilty.

Start searching for something to accuse your neighbour of. Be ready/able to destroy their credibility ... just in case.
