Rules are different for a true fifth wheel hitch. A gooseneck is considered a ball hitch. Rules vary from state to state. In Texas, you can pull a ball hitch behind a fifth wheel trailer. Fifth wheel travel trailers have boat trailers, open or closed utility trailers, and even cars on tow-bars behind them. Not so in other states.
