Never seen any blue paint underneath but there's probably more to the story somewhere. I have seen lots of runs & sags...never on the exterior but lots on the insides of doors & firewalls.
Yes, it wasn't the highest quality work.
Matter of fact, until about 1982 when the North American Auto manufacturers were losing mamoth amounts of business to the Japanese & European makers was there any significant improvement.
Even today there are no North American built cars or trucks where the quality matches that of the comparably priced imports..none that I've seen but I still won't be buying one!
